Abstract
Abstract. Teaching materials is one factor that affects the teaching and learning activities. Mathematics teaching materials are needed by deaf students to facilitate the learning process. The unavailability of teaching materials specifically for deaf students is an obstacle in the learning process. This type of research is the development of research using the model of 4-D, which comprises four steps to define, design, develop, and disseminate. Subjects were deaf students of class VIII SMPLB/B TPA Jember. Data collection methods used in this study is the validation, observation, questionnaires, and tests. The results of this study are Student Book and Learning Test Results. All learning materials obtained from this research meets the criteria of effectiveness and student achievement is 80% of students get a value greater than 60.
