PEMERATAAN JARINGAN TRAYEK ANGKUTAN LAUT PERINTIS DI DIREKTORAT LALU LINTAS DAN ANGKUTAN LAUT KEMENTERIAN PERHUBUNGAN

Abstract

Indonesia as a maritime country has areas that have difficulty in accessing transportation, namely Merauke. To overcome this, 8 perintis vessel service routes are provided. In 2021, the R-104 route KM. Sabuk Nusantara 91 is proposed to be removed. The purpose of this research is to find out the cause of route deletion and how the removal process is carried out. The research method uses descriptive qualitative by presenting the results of all studies and research. Data were collected by observation, interviews, and documentation studies. The results showed that the abolition of the R-104 route was due to the similarity of the route to the R-105 route and there was commercial shipping of PT. Pelni, which stops on the R-104 route, so that ship operations are considered no longer productive, even though the results of the SWOT analysis of perintis vessel services show progressive results. The process for eliminating route R-104 was proposed by the Merauke Regional Government in coordination with PPK Perintis Pangkalan Merauke, then submitted to the Directorate of Traffic and Sea Transportation for further study, and route R-104 was officially abolished during the National Coordination Meeting for Perintis.

ABSTRAK
Indonesia sebagai negara maritim memiliki wilayah yang kesulitan dalam akses transportasi yakni Merauke. Untuk mengatasinya disediakan 8 trayek pelayanan kapal perintis. Pada tahun 2021, trayek R-104 KM. Sabuk Nusantara 91 diusulkan untuk dihapus. Tujuan penelitian ini adalah untuk mengetahui penyebab penghapusan trayek dan bagaimana proses penghapusan dilakukan.  Metode penelitian menggunakan deskriptif kualitatif dengan menyajikan hasil dari seluruh studi dan penelitian. Pengumpulan data dilakukan dengan observasi, wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa penghapusan trayek R-104 disebabkan karena kemiripan rute dengan trayek R-105 dan terdapat pelayaran komersial PT. Pelni yang menyinggahi rute R-104, sehingga operasional kapal dinilai tidak lagi produktif meskipun hasil analisis SWOT pelayanan kapal perintis menunjukkan hasil yang progresif. Proses penghapusan trayek R-104 diusulkan oleh Pemerintah Daerah Merauke berkoordinasi dengan PPK Perintis Pangkalan Merauke, kemudian disampaikan kepada Direktorat Lalu Lintas dan Angkutan Laut untuk dikaji lebih lanjut dan trayek R-104 secara resmi dihapuskan saat Rakornas Perintis.
