Abstract
Penanggulangan kemiskinan merupakan masalah yang harus segera diatasi oleh pemerintah untuk segera dituntaskan dan di putus rantai penyebabnya. Penanggulangan kemiskinan saat ini masih berorientasi material sehingga keberlanjutannya sangat tergantung pada ketersediaan anggaran dan komitmen pemerintah. Langkah kebijakan yang dilakukan pemerintah untuk mengentaskannya salah satunya adalah Program Keluarga Harapan (PKH). Kesejahteraan merupakan tujuan akhir dari PKH, yaitu meningkatkan kualitas hidup Keluarga Sangat Miskin (KSM) dengan mengakses layanan kesehatan dan pendidikan. Dengan dilaksanakannya PKH diharapkan dapat meningkatkan taraf kehidupan sosial ekonomi, pendidikan , serta kesehatan masyarakat terutama pada kelompok masyarakat miskin. Tujuan dari penelitian ini adalah mendeskripsikan implementasi PKH, menemukan factor pendukung dan penghambat dan upaya mengatasinya di Desa Pancakarya Kecamatan Ajung Kabupaten Jember. Metode penenelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitiannya menunjukkan implementasi PKH di Dea Pancakarya Kecamatan Ajung Kabupaten Jember banyak mengalami kendala dan belum terlaksana dengan baik.

Abstract
Poverty reduction is a problem that must be addressed immediately by the government and the chain of causes is necessarily cut off. Poverty reduction is still material-oriented, so that its sustainability is highly relies on the availability of the government budget and commitment. One policy measure taken by the government to alleviate this problem is Family Hope Program (PKH). Welfare is the ultimate goal of PKH, that is, to improve the quality of life of the Very Poor Family (KSM) by accessing health and education services. With the implementation of PKH, it is expected that the levels of socio-economic life, education, and public health improve, especially in the poor communities. This study aims to describe the implementation of PKH, to find supporting and inhibiting factors and efforts to overcome it in Pancakarya Village, District of Ajung, Jember Regency. The research used descriptive research method with a qualitative approach. The results showed that the implementation of PKH in Pancakarya Village, District of Ajung, Jember Regency, experienced many obstacles and was not well implemented.
