PRIORITAS ARAHAN PENINGKATAN KINERJA KERETA API KOMUTER SURABAYA – LAMONGAN PADA MASA PANDEMI COVID-19
Abstract
The Surabaya – Lamongan Commuter Train has two initial and final stopping stations that have the highest passenger volume: Surabaya Pasar Turi Station and Lamongan Station. However, the Commuter Train still has performance that needs to be improved, such as the load factor that does not meet the standard of 98% and there is no physical distancing in the train during the COVID-19 pandemic. The research aims to formulate priority directions for improving operational performance and service performance of the Surabaya – Lamongan Commuter Train and stations during the COVID-19 pandemic. The study used IPA and QFD analysis. The results show priority directions for improving train performance in the form of regular maintenance and inspection of facilities and infrastructure (RT-3) with an absolute importance value of 730.98, then priority directions for the performance of Pasar Turi Station are the addition of area and waiting room capacity (RT-1) with an absolute importance value of 274.93, and the performance of Lamongan Station has a priority direction in the form of providing facilities for passengers with special needs (RT-10) with an absolute importance value of 285.81.

Kereta api Komuter Surabaya – Lamongan memiliki dua stasiun pemberhentian awal dan akhir yang memiliki volume penumpang tertinggi yaitu Stasiun Surabaya Pasar Turi dan Lamongan. Namun KA Komuter Surabaya – Lamongan masih memiliki kinerja yang perlu ditingkatkan, seperti load factor yang tidak memenuhi standar mencapai 98% dan tidak ada penerapan jaga jarak fisik di dalam kereta pada masa Pandemi COVID-19. Penelitian bertujuan untuk merumuskan prioritas arahan peningkatan kinerja operasional dan kinerja pelayanan KA Komuter Surabaya – Lamongan dan stasiun pada masa pandemi COVID-19. Penelitian ini menggunakan analisis Quality Fucntion Deployment (QFD). Hasil dari penelitian ini berdasarkan analisis Quality Function Deployment terdapat prioritas arahan peningkatan kinerja kereta api berupa perawatan dan pemeriksaan sarana dan prasarana secara berkala (RT-3) dengan nilai absolute importance 730,98, kemudian prioritas arahan untuk kinerja Stasiun Pasar Turi berupa penambahan luas dan kapasitas ruang tunggu (RT-1) dengan nilai absolute importance 274,93, dan kinerja Stasiun Lamongan memiliki prioritas arahan berupa penyediaan fasilitas bagi penumpang berkebutuhan khusus (RT-10) dengan nilai absolute importance 285,81.
