PENGEMBANGAN TRANSPORTASI LAUT DALAM MENDUKUNG KEBIJAKAN PENGENTASAN KEMISKINAN DI KAWASAN TIMUR INDONESIA

Abstract

The role of sea transport is still quite small in supporting the economic activities, which consequently gives a relatively small contribution to poverty reduction. From the network side, sea transport reaches most cities and towns in Indonesia. However, the quality of service both in port and during the trip still needs to be improved. Most of the poor live in the Eastern part of Indonesia that has the characteristics of archipelago, so the sea transportation has a great chance to participate in poverty alleviation programs in this area. Government, through the Master Plan for the Acceleration and Expansion of Indonesian Poverty Reduction (MP3KI), has provided great opportunities for the development of infrastructure as one of the assets that should be developed in the reduction of poverty.

Through the SWOT analysis (Strength, Weaknesses, Opportunities, and Threats), several strategies can take are:

  1. Keep in sea transport development strategy of optimizing both intermodal and multimodal scheme so as to play a major role in poverty alleviation in Indonesia,
  2. There needs to be policies that favor (affirmative policy) to the marine transport modes, so that may play a role in poverty alleviation, especially in eastern Indonesia.
