Risk Identification of Human Resources Quality Factors Using Fault Tree Analysis Method in the Development of High Rise Building

Abstract

Human resources (HR) as actors in the implementation of construction have an important role, so they must have adequate competencies and abilities according to their fields in the implementation of construction projects. Existing conditions, it is still common to find job placements that are not following the expertise and capabilities of human resources in their field. Of course, this can hinder the implementation of the work, because it can cause the implementation of the development not to be following the plan. If these risks are not addressed, they can hinder the success of the project. The purpose of this study is to determine the causes of the risk posed by the quality of human resources in the implementation of construction projects, to determine the appropriate mitigation efforts for handling these risks. The identification of risk factors for the quality of human resources is carried out in the implementation of high-rise buildings using the Fault Tree Analysis Method (FTA). The implementation of the case was carried out at the Tamansari Emerald Apartment Project in Surabaya. FTA is a qualitative method that can connect several series of events that result in another event. The data needed are primary data in the form of interviews and questionnaires, and secondary data in the form of project planning drawings, organizational structure, and worker data. The results showed that there were 11 valid risk variables in 3 risk categories, namely: labor risk, construction implementation, and skill competency. In addition, there are 3 dominant risks caused by the quality of human resources and their mitigation actions.

Sumber daya manusia (SDM) sebagai pelaku pelaksanaan konstruksi memiliki peran penting, sehingga harus memiliki kompetensi dan kemampuan yang memadai sesuai bidangnya dalam pelaksanaan proyek konstruksi. Kondisi yang ada, masih sering dijumpai penempatan posisi pekerjaan yang tidak sesuai dengan keahlian dan kemampuan SDM dibidangnya. Tentunya hal ini dapat menghambat pelaksanaan pekerjaan, karena dapat menyebabkan pelaksanaan pembangunan tidak sesuai dengan perencanaan. Apabila risiko-risiko tersebut tidak ditangani dapat menghambat keberhasilan proyek tersebut. Tujuan dari penelitian ini adalah mengetahui penyebab risiko yang ditimbulkan oleh faktor kualitas SDM dalam pelaksanaan proyek konstruksi, sehingga dapat mengetahui upaya mitigasi yang tepat untuk penanganan risiko tersebut. Identifikasi risiko faktor kualitas SDM dilakukan dalam pelaksanaan pembangunan bangunan tinggi dengan Fault Tree Analysis Method (FTA). Implementasi kasus dilakukan pada Proyek Apartemen Tamansari Emerald Surabaya. FTA merupakan metode kualitatif yang mempunyai kemampuan menghubungkan beberapa rangkaian kejadian yang menghasilkan sebuah kejadian lain. Data yang dibutuhkan yaitu data primer berupa wawancara dan penyebaran kuesioner, dan data sekunder berupa gambar perencanaan proyek, struktur organisasi, dan data pekerja. Hasil penelitian menunjukkan terdapat 11 variabel risiko yang valid dalam 3 kategori risiko, yaitu: risiko tenaga kerja, pelaksanaan konstruksi dan kompetensi keahlian. Selain itu terdapat 3 risiko dominan yang disebabkan oleh faktor kualitas SDM dan tindakan mitigasinya.
