The Economic Empowerment Program of community through village development has been implemented by the government through Dinas Sosial which is called Program Desaku Menanti. Wisata Kampung Topeng Malangan in Malang City supports community strengthening throught training and business assistance. This study aims to analyze the dynamic life of community, the process of non-formal economics education, and the impact of that learning to improve the community mindset in economic activity.

This type of research is a qualitative phenomenological research. The location of this research is in Dusun Baran, Tlogowaru Village, Malang. The subjects of this research are Malang City Social Service and Wisata Kampung Topeng community. Data collection techniques using interviews, observation, and documents. Data analysis by collecting data, reducing data, presenting data, gathering conclusions. The validityof the approval data with triangulation techniques.

The results of the study are the people who discuss highly volatile economic change, social, and environmental adaptations. Implementation of nonformal economics education in the community, by several factors, training intensity, training materials, infrastructure training, enthusiasm of participants/community, and entrepreneurial interest. The non-formal economic education process discusses three main obstacles, such as weak capital management, marketing negotiations, and training that is not accordance with the capacity of the community, thereby increasing business training that is not yet optimal for the community.
