DINAMIKA TRANSFORMASI PENYULUHAN KESEHATAN DIGITAL PADA MASA PANDEMI COVID-19 DI KABUPATEN SLEMAN

Abstract

Kebijakan social/physical distancing secara koersif menggeser beragam aktivitas ke ranah virtual; termasuk dalam implementasi penyebaran informasi kesehatan melalui penyuluhan secara digital yang dianggap krusial selama pandemi. Penyuluhan digital menjadi salah satu manifestasi fungsi pembinaan kesehatan oleh lembaga kesehatan guna membangun masyarakat yang berdaya dalam bidang kesehatan di tengah pandemi. Nyatanya, realisasi penyuluhan kesehatan digital mengalami dinamika seiring dinamisnya kondisi lingkungan. Artikel ini bertujuan mengkaji dinamika transformasi penyuluhan kesehatan pada masa pandemi di Kabupaten Sleman. Penelitian ini bersifat kualitatif dan dilakukan dengan pendekatan studi kasus pandemi Covid-19 melalui teknik wawancara mendalam dan studi literatur. Informan penelitian ini terdiri dari pegawai Dinas Kesehatan dan Puskesmas, pengurus TP-PKK, Karang Taruna, kader kesehatan, dan civitas akademika yang berada di Kabupaten Sleman. Hasil penelitian menunjukkan bahwa dinamika transformasi dapat diklasifikasi berdasarkan: (1) sebelum pandemi: transformasi menuju penyuluhan digital secara lambat dan linear (dominan dengan metode konvensional); (2) awal pandemi: transformasi penyuluhan secara digital bergeser secara revolusi dan masif, penyuluhan konvensional tidak diterapkan; (3) AKB: perlahan penyuluhan kembali secara konvensional dengan protokol kesehatan (porsi penyuluhan digital masih mendominasi). Dinamika transformasi dalam penyuluhan kesehatan digital saat awal pandemi merupakan perubahan revolusi temporer dan situasional dimana seiring berkurangnya tingkat kasus Covid-19 maka penerapan penyuluhan digital kembali berjalan melalui tahapan evolusi mengikuti perkembangan alamiah masyarakat. Hal ini juga dikarenakan masih terdapatnya kesenjangan digital; lekatnya struktur nilai dan norma masyarakat terhadap penyuluhan yang bersifat tatap muka; kondisi kesiapan sumber daya, serta sarana dan prasarana pendukung pelaksanaan penyuluhan kesehatan secara digital.
